Edmore council adopts ordinance raising downtown TIF capture to 80% after public hearing

The Edmore Village Council on April 14 adopted ORDINANCE NO. 2025-0414, increasing the tax capture for the Downtown Development Authority from 60% to 80% following a public hearing and council discussion. The motion, made by Councilmember McParland and supported by Councilmember Moore, passed by roll-call vote 7-0.
At the public hearing, resident Matt Jordan told the council "things are the same as they were last month and they just want to see some things get done downtown," urging the council and the DDA to move forward with projects. Council discussion at the hearing and during the regular meeting focused on the boundaries of the DDA and how captured tax increment funds would be allocated toward downtown projects.
Village Manager Mark Borden told the council the DDA met twice in March and prepared a list of proposed downtown projects at the request of Home Township; the council received a copy of that list. The ordinance amends the village's earlier development and tax increment financing plan (Ordinance No. 2019-2) to reflect the increased capture rate.
The council opened the public hearing at 7:01 p.m. and adjourned it before resuming the regular meeting. After debate and procedural approvals, McParland moved to adopt the ordinance; the vote was unanimous.
The council did not specify a detailed spending timeline for the newly available incremental revenue during the meeting; managers and the DDA will be responsible for providing project lists and further budget details at future meetings. The council is next scheduled to meet May 12, 2025.
