Commission grants two-year permit-extension for NV Energy transmission project; trail impacts noted in public comment

The Washoe County Planning Commission on July 7 approved amendment of conditions case WAC26-0008, granting NV Energy a two-year extension to obtain building permits for the company’s previously approved special use permit (WSUP23-0032) to construct and operate an overhead transmission line.
Planner Tim Evans told the commission the amendment is narrowly focused on condition 1.d — a two-year time extension for building permits — and does not revisit the prior special use permit approval. He said 24 agencies reviewed the amendment request; 860 parcels were noticed and staff received 18 public comments (and later nine additional comments) largely opposing the original project rather than the limited time-extension request. Staff recommended approval on the narrow scope of the amendment and said all required findings could be made for the time-extension.
Kurt Gensheimer, program manager for the Sierra Buttes Trail Stewardship nonprofit, urged commissioners to account for recreational impacts on the Peavine Maze network. "The alignment for this power line will run through the middle of a popular trail network known as the Peavine Maze," he said, arguing the approved alignment would cut a "100 foot wide swath" through forested single-track trails and could threaten roughly $350,000 in grant-funded trail work already invested and more than $1 million in committed funding.
Commissioner Kennedy asked whether today's action was a final decision on the project or limited to a time extension; Evans confirmed the amendment is narrow and solely extends the time to obtain building permits. Commissioners noted that broader concerns about alignment and recreational impacts are outside the amendment's scope.
Commissioner Owens moved to approve WAC26-0008 with the conditions included in Exhibit A; Commissioner Nelson seconded. The chair announced the motion "passes 4 2 1," reflecting the recorded outcome on the motion.
Next steps: the approval grants NV Energy additional time to secure building permits under the terms and conditions in Exhibit A; any future changes to the underlying special use permit or the alignment would require separate proceedings or appeals as provided under Washoe County code.
