County commissioner says proposed Chain of Lakes special assessment is two districts; council sets special meeting

County Commissioner Jarris Rubingh reported to the Village of Ellsworth Council on March 9 that the proposed special assessment for the Chain of Lakes is in fact two separate districts — an upper and a lower district — and that Ellsworth is part of the upper district, which contains fewer parcels and therefore will cost more per parcel to landowners.
Rubingh said Charlevoix County is included in the village’s portion of the assessment and has declined to participate. That allocation and the county’s decision, he said, are factors that affect how assessment costs would be distributed among properties in the upper Chain of Lakes district.
The matter prompted questions from council members about what a letter of support or a resolution would actually endorse. The minutes record that Leslie Meyer had requested a letter of support and a resolution; council members said they want clarity before taking a formal position.
The council scheduled a special meeting with Meyer for March 18 at 6:30 p.m. to discuss the special assessment and a Bridge Street culvert. No formal vote on support or on a resolution was recorded at the March 9 meeting.
