Staff also proposed a sidewalk project in Highland Park (presented as the largest single capital ask in the list) and smaller infrastructure and program awards, including a modest lighting upgrade request for Eastern Idaho Community Action Partners.
The presentation emphasized that recommendations grew from extensive public outreach and that the allocations follow HUD's LMI formulas; staff described how administrative costs and the 70% LMI threshold influence the distribution. Council members asked procedural questions about notification to applicants and about a council member's stated recusal from the conversation. A council member said they would recuse themselves from any deliberation related to a specific grant or applicant.
The administration said it will finalize the recommended list, provide a printed summary for council and return the item to the council docket as a resolution at the next formal meeting for adoption. The council did not vote on the consolidated plan at this meeting; staff asked council for any clarifying guidance before the formal adoption step.
