City awards $5.03 million contract to rebuild Old Fitzhugh Road

Leslie Pollock of HDR presented the bid results, describing a low-bid range from roughly $5.0 million to $9.5 million and recommending Lone Star Site Work as the responsive low bidder. "We received five bids" and the engineer's estimate at 100% design had been approximately $8.2 million, Pollock said, noting staff recommendation to carry a typical 25% contingency for unknowns.
Keenan and HDR staff summarized funding: a mix of TxDOT transportation alternatives, Hays County Parks and Open Space funds, reimbursement for the waterline portion and city sources. Leslie said the revised total after allocations was about $6,285,000 and recommended moving forward with Lone Star to begin TxDOT concurrence and notice-to-proceed in September.
Council questioned prior experience with Lone Star and the team's assessment of unusually low line items; staff confirmed prior positive work history and cited the contingency to manage unknown subsurface issues. The council moved and approved authorization for the city administrator to finalize and execute the agreement.
Work is expected to begin following TxDOT concurrence and compliance with federal funding requirements.
