The Stockbridge Board of Assessors met on June 23 to review the Massachusetts Department of Revenues proposed equalized valuation (EQV) for fiscal year 2026 and to discuss the towns valuation and mapping steps ahead of next years assessments.
A staff member told board members that the Department of Revenue has published a proposed EQV for the town of $1,587,444,900. "EQV is the equalized valuation, and it's a determination of an estimate of the full and fair cash value," the staff member said, describing how the DOR derives its figures using sales and projected new construction.
Why it matters: EQVs are used by the state for certain aid distributions and by counties in assessments, so changes can affect how state aid and county costs are allocated. The boards review is a routine step in preparing the towns valuation work and ensuring the state and local figures are consistent.
Staff noted the DOR uses a multi-year approach (including a four-year new-growth average) while the town typically uses one year of new-growth data. The staff member said the towns exempt-property total is roughly $186,000,000 and that the DORs LA-19 summary is available on the Commonwealths gateway for verification.
The assessor reported that last years values have been saved and that fiscal year 2026 values are locked after abatements. "Fiscal year 26 is kind of in stone now, can't be changed," the staff member said, adding that chapter land changes are finished and that map updates in the Vision system (including subdivision and parcel IDs) have been entered, though paper map copies had not yet been received.
Next steps and timing: staff said they plan to complete the sales analysis using calendar-year 2025 sales and typically finish the work by the end of July, which helps the town move toward setting the tax rate. The staff member said the town expects to have enough one-year sales for the analysis but may use two years of sales if too many outliers reduce its sample a step the town has not used since before the COVID-19 pandemic.
The board scheduled July meetings to continue valuation work and reviews. Several procedural items and ABC (exemption) forms were listed for follow-up at future meetings.
The board then moved to other agenda items and later voted to enter executive session to consider exemption applications (see separate article).
