Trustees discuss golf-cart rules and table ordinance to January for revisions

Trustees held a lengthy discussion of a proposed ordinance and attached resolution to permit and regulate golf carts, low-speed vehicles and similar devices on village streets. Concerns included inspection logistics for seasonal residents, whether the sheriffs office would enforce the rules, appropriate crossing points on horseshoe roads, visibility requirements (slow-moving-vehicle triangles or flags), speed limits on specific roads and the structure of fines.

Trustees and staff discussed using a registration-and-inspection approach: owners would register and present vehicles for inspection against a checklist, and the village would issue stickers or permits. Legal counsel and staff recommended placing technical or adjustable enforcement details (for example, inspection frequency, exact fine levels, and movable safety measures) in a resolution so the board can revise them more easily; the board discussed leaving more significant new law in ordinance form.

Multiple trustees asked staff to add language about rearview mirrors, clarify the maximum allowable roadway speeds where carts may operate and restrict crossable intersections to controlled (lighted) locations. The board decided to send a revised draft to trustees and to staff and to place the item on the January meeting for final action.
