Harwood hears water infrastructure update; authorizes engineering application for Cass County flood tax funding

The Harwood City Council received updates April 7 on several water and flood-protection items and voted to have Moore Engineering complete a Cass County sales-tax application for an East Side Flood Protection study.
City Engineer Andrew Aakre said the North Water Main Loop feasibility report is in progress for consideration of Drinking Water State Revolving Fund loan dollars, that design work has not yet begun and that the team is targeting fall design with a winter construction bid. He also said he plans to attend an April 22 discussion on FEMA's basement exception procedure and recommended ordinance updates to align with new flood map dates.
Aakre reported the North Dakota Department of Environmental Quality has authorized Category B work to refine Harwood's water service-line inventory, including door-to-door verifications and a customer survey to reduce unknowns on the customer side of service lines.
Separately, council reviewed a Cass County sales-tax solicitation for Flood Risk Reduction projects with a professional-level estimate of $39,300 to prepare exhibits, alternatives evaluation, modeling and a narrative report for the East Side Flood Protection study. The county typically funds 50% of projects but the city may request a 75% or 90% cost share. On a motion by Dick Sundberg, seconded by Chris Fix, Council approved Moore Engineering completing the application; the motion passed unanimously.
Next steps recorded in the minutes include staff preparing the application and continuing design and permitting work for the water main loop and flood-related ordinance updates.
