Springs BOE holds public hearing on district safety plan, adds cardiac-emergency training under Dacia's Law

At its regular meeting, the Springs Board of Education held a public hearing to review updates to the districtwide safety plan, including a new requirement to provide annual instruction on cardiac emergencies under a recently enacted state law called Dacia's Law. Mr. Schneider told the board the change is the major addition to an otherwise unchanged plan.
"The major change that's happening in this year's safety plan relates to a new state law called Dacia's Law," said Mr. Schneider, who explained the districtwide safety plan is public while detailed building safety plans remain confidential and are shared only with first responders. He said the law requires annual training for students and staff about how to respond to cardiac emergencies.
The update calls for age-appropriate lessons: students at East Hampton High School will be taught hands-only CPR, while younger students will receive simpler awareness lessons, Mr. Schneider said. Nancy, the superintendent, added that the district nurse, Laura Burr, will present staff training during the superintendent's conference day and that middle-school students will learn where automated external defibrillators are located and how to recognize signs of cardiac distress.
"Our nurse, Laura Burr, ... is going to be doing a presentation for the staff," Nancy said, adding that staff already receive annual CPR training and that student lessons will be tailored by age.
Board members were told the districtwide safety plan will be posted on the district website for public review and that residents will have 30 days to submit comments to the district clerk. Mr. Schneider said building-level safety plans are confidential by law and will not be posted publicly.
The board voted to close the public hearing after the presentation; the chair said the board is scheduled to adopt the safety plan on 08/18/2026 and will transmit the final plan to state and local first responders.
