Hasbrouck Heights council approves police promotion, several ordinances and $400,000 emergency appropriation

On Jan. 27 the Hasbrouck Heights Mayor and Council unanimously approved the promotion of an HHPD lieutenant to captain, swore in two probationary police officers, adopted ordinances including a $400,000 special emergency appropriation for terminal pay, approved bills totaling $1,930,736.45 and passed a consent agenda of routine items.
Hasbrouck Heights — The Borough of Hasbrouck Heights Mayor and Council met Jan. 27 and unanimously approved a set of personnel actions, ordinances and routine municipal business.
Mayor Ron Kistner opened the work and regular sessions and presided as the council passed Resolution No. 55 promoting an HHPD lieutenant to captain and Resolution No. 56 appointing two probationary police officers. The promoted officer received congratulatory remarks from council members before taking the oath; the new probationary officers, Omar Perez and Anthony D'Amico, also were sworn in.
Bergen County Prosecutor Mark Musella addressed the meeting to pay tribute to the promoted officer and offered brief remarks to the new appointees.
The council also approved a bills resolution authorizing payment of claims totaling $1,930,736.45 after certification by the chief financial officer that funds were available. A consent agenda of routine measures (Resolutions 46–54) passed unanimously; the consent items included motor vehicle dealer licenses, a raffle license for Corpus Christi Church, intermunicipal pistol range use with South Hackensack, and updates to personnel salary listings.
On ordinances, the council introduced Ordinance No. 2597 (zoning amendments to Schedule 2) on first reading and set a public hearing for Feb. 10, 2026. Council members agreed to table a separate property-maintenance/trees ordinance to allow the Borough Attorney to provide additional detail before introduction.
The council adopted Ordinance No. 2594, which fixes police department salaries for 2026 consistent with a memorandum of understanding with the Policemen's Benevolent Association Local 102. The council also adopted Ordinance No. 2595, authorizing a special emergency appropriation of $400,000 for terminal pay for retired employees, and Ordinance No. 2596, amending police department fee provisions. Notices of adoption were ordered published in The Record.
Administrative and department reports during the work session highlighted continuing IT work, DPW yard renovation and temporary storage container delivery scheduled for Feb. 9, online services through PD Linx for licensing and permits, and an upcoming transition to a paperless council packet beginning with the second meeting in February. Officials praised DPW and other departments for their response to a recent snowstorm.
The meeting adjourned by unanimous motion; Deputy Municipal Clerk Anne Michelle Sery certified the minutes as a true account of the sessions.
