Trappe advances ENR wastewater upgrade, authorizes bid phase and separate RFP for bar/filter screen

The Trappe Town Council on Sept. 4 authorized the Town to move the wastewater treatment plant’s enhanced nutrient removal (ENR) project into a formal design and bidding phase and directed staff to seek a tighter project schedule.
Town Attorney Lyndsey Ryan reported that GMB submitted an agreement to perform engineering design and bid services for the ENR upgrade, including preparing bid documents, meeting with contractors and reviewing proposals. Commissioner Jeremy Newnam moved to put that phase out to bid with a stricter schedule; Commissioner Walter Chase seconded and the motion was unanimously approved.
Separately, the council approved issuing an RFP to obtain quotes to replace and rebuild the plant’s bar/filter screen. The minutes note the bar/filter screen replacement is included in the ENR upgrade scope but may be removed and completed now without affecting grant funds.
Next steps: staff will put the ENR design/bid phase out to bid per direction, incorporate schedule constraints, and draft and issue the RFP for the bar/filter screen. The council’s approval allows the project to advance to contractor solicitation.
