Town council reviews three options for wastewater influent screen; decision deferred to tonight

At a Dec. 4 workshop, Commissioner Schmidt called the Town Council to order and the council reviewed three options for the wastewater influent screen with Bearing Construction representative Frank Carman.
Carman presented Option 1: rehabilitate the town’s existing screen by removing it, shipping it to Florida for rebuilding, returning it and reinstalling it. That option carries a $130,154 price tag and a one-year mechanical warranty; the work would require bypass pumping. Option 2 would be a new Parkson screen at $189,451; Carman said he was unsure of the warranty and would find out. Option 3 would install a Raketek XS screen for $145,880 with a three-year warranty.
Town Engineer Jason Lytle told the council that the town would not need an “MDE construction permit” if it selected the off-site rebuild (Option 1) but would need an MDE construction permit for either replacement option (Options 2 and 3). The transcript records Lytle using the abbreviation “MDE”; the record does not expand that abbreviation.
Council members discussed the trade-offs among lower upfront cost, longer warranty coverage and permitting complexity. Several council members asked questions about logistics such as bypass pumping and warranty coverage; Frank Carman said he would confirm the warranty terms for the Parkson option.
The council did not make a final procurement decision during the workshop. Members agreed to decide at their regular meeting later that night and to notify Bearing Construction of the council’s choice after that meeting.
Commissioner Rose Potter moved to close the workshop at 5:43 p.m.; Commissioner Michael Sullivan seconded and the motion was approved unanimously. Town Administrator Erin Braband prepared the submitted record of the workshop.
