Trappe Council allocates remaining ARPA funds for bonuses and sewer work, adopts new procurement policy

The Trappe Town Council approved a one-time $500 bonus for each employee, awarded a $130,154 influent screen rehab contract to Bearing Construction, requested RFP and contract amendments for sewer work, and adopted Ordinance 4-2024 to replace the town’s procurement policy. A workshop to finalize ARPA spending is scheduled Dec. 23.
At its Dec. 4 meeting the Trappe Town Council reviewed remaining ARPA funds and approved a series of allocations and administrative steps to use those funds.
Administrator Erin Braband presented an updated ARPA financial report. The council voted unanimously to give each town employee a one-time COVID bonus of $500. Commissioner Water Chase moved the bonus, Commissioner Michael Sullivan seconded, and the motion passed unanimously.
The council awarded the influent screen rehabilitation bid to Bearing Construction for $130,154. Commissioner Chase moved to award the contract; Commissioner Sullivan seconded and the council approved the award unanimously.
Council members directed several nonvoting administrative actions to finalize remaining ARPA uses: Attorney Lyndsey Ryan was asked to add an addendum to the sewer liner RFP to increase the contract amount to $75,000 (RFP due Dec. 23), and Administrator Braband was asked to contact Davis, Bowen and Friedel to request an amendment to their contract to include lead line inventory services using $40,000 of remaining ARPA funds. The council scheduled a workshop on Dec. 23 at 1:00 p.m. to finalize ARPA allocations.
Earlier in the meeting President Schmidt read Ordinance 4-2024 to repeal and replace the Town procurement policy; with no public comment Commissioner Water Chase moved to adopt the ordinance, Commissioner Michael Sullivan seconded, and adoption was unanimous.
The council also received routine updates on budget filings, a public works report filed with the record, a Sheriff’s Department grant to increase patrols, and Planning Commission discussions about billboards and builder permit procedures at Lakeside.
