Cheryl Lewis presented an almost-complete application and said contractor quotes are pending; she estimated construction costs at $100,000–$150,000 and explained that the state requires a joint-use agreement because the County owns the park and would retain maintenance responsibility. Lewis told the council funding would be provided on a reimbursement basis and that reimbursements typically take about 30 days.
Commissioner Michael Sullivan moved to submit the application and Commissioner Schmidt seconded. Commissioner Rose Potter said she was concerned the application was incomplete and the joint-use agreement had not been finalized; after a roll-call vote Sullivan and Schmidt voted yes, Potter voted no and Commissioner Walter Chase abstained, causing the motion to fail.
The Planning Commission and the County Parks and Recreation Board previously reviewed the project and gave favorable recommendations, but the council indicated it prefers to see a completed application and a draft joint-use agreement before committing the town to submit on its behalf.
What happens next: The council approved no further action at this meeting; staff and advocates may return with a completed application and any required county agreement for reconsideration at a future meeting.
