Trappe awards ARPA contracts for water meters, security fencing and sewer inspection

At its Oct. 2 meeting, the Trappe Town Council unanimously awarded ARPA-funded contracts: LB Water for a townwide water meter/radio-read upgrade ($171,064.35), Chesapeake Fence for well- and tower-security fencing ($22,490), and Livingston Septic for sewer cleaning/inspection (contingent on contract revisions, est. up to $45,600).
The Trappe Town Council unanimously approved several ARPA-funded infrastructure contracts during its Oct. 2 meeting. Town Administrator Erin Braband presented the bids and recommended awards for projects intended to upgrade meters, improve security at water facilities and inspect sewer mains.
"Only one bid was received in response to the Town's RFP to purchase new water meters and radio read modules for the entire Town," Town Administrator Erin Braband said, identifying LB Water's proposal of $171,064.35. Commissioner Michael Sullivan moved to award the contract to LB Water; Commissioner Rose Potter seconded and the motion passed unanimously.
The council also approved a $22,490.00 award to Chesapeake Fence to install security fencing that will enclose Well 4, Well 6 and the town's water tower together, with a separate enclosure for Well 5. Commissioner Jeremy Newnam moved for the award; Commissioner Walter Chase seconded and the council voted unanimously to proceed.
For sewer cleaning, camera work and inspection, Administrator Braband reported a single bid from Livingston Septic at $4,560.00 per day and an estimated 7–10 business days to complete the work (maximum $45,600.00). Council members discussed contract terms and asked Town Attorney Lyndsey Ryan to revise certain provisions. Commissioner Michael Sullivan moved to award the project to Livingston Septic contingent on the attorney's approval of the revised contract; Commissioner Jeremy Newnam seconded and the motion was unanimously approved.
The council also approved a $1,945.31 ARPA purchase for a desk, filing cabinets and chair for the water/wastewater office, selecting the lowest quoted vendor (Amazon) after comparison with Staples. The council asked Commissioner Newnam to obtain an updated park contractor quote for mulch work at Lakeview Park before the November meeting and requested additional information and quotes on street sweepers before taking further action.
The awards proceed using ARPA funds and will be executed through formal contracts; the sewer inspection award will not take effect until the Town Attorney finalizes required contract revisions.
