Council sets May 12 election date, reappoints election supervisors and conditionally approves stop-sign camera contract

At its Jan. 20 meeting the University Park Council set the 2026 general election for May 12, reappointed two election supervisors, unanimously approved Resolution 26-R-01 recognizing newsletter editors, and conditionally approved a contract with Obvio, Inc. for stop-sign cameras pending site and specification approvals; the council also heard finance and police reports.
The University Park Mayor and Common Council at its Jan. 20, 2026 meeting approved several administrative and operational items, including setting the town’s general election for May 12, 2026 and reappointing two Supervisors of Elections.
On elections, the council authorized the reappointment of Stephanie Herold and Michelle Wedge as Supervisors of Elections for two-year terms beginning March 1, 2026 and appointed Ms. Herold as chair under Section 502 of the Town Charter; the motion, moved by CM William Sweet and seconded by CM Mary Gathercole, carried unanimously. The council then voted to set the general election date as May 12, 2026 (motion by CM Sweet, seconded by CM Gathercole), also carried unanimously.
Council approved Resolution 26-R-01 recognizing former newsletter editors Bridget Warren and Todd Stewart. Mayor Morrissey reported Warren was unable to attend; each councilmember read portions of the resolution. The resolution was approved by motion of CM Grant Godfrey, seconded by CM David McGaughey, and carried unanimously.
On traffic enforcement technology, Town Attorney Suellen Ferguson presented a proposed contract with Obvio, Inc. to install stop-sign cameras. Council discussed camera-site selection, specifications (including solar-panel dimensions), and pole color (options: green or brown). The council approved the contract conditionally — the approval is contingent on the town’s receipt and council approval of Obvio’s proposed camera-site list, full camera specifications (including solar panel dimensions), and agreement on pole colors, and on the opportunity to inspect an example unit if available. The motion to approve the attached agreement with Obvio, Inc., subject to those conditions, was made by CM Mary Gathercole, seconded by CM Grant Godfrey, and carried unanimously.
Administrator Debi Sandlin presented proposed dates for budget worksessions; council asked Sandlin to coordinate a poll to schedule sessions in February and March. Town Treasurer Carrina Bucknor reported that through November and December 2025 the town completed the first half of fiscal year 2026 and that revenues and expenditures are on track, supported by strong cash flow.
Police Chief Coleman reported on a noise camera installed on Adelphi Road under a State of Maryland pilot program. Chief Coleman said the camera is owned by Genoptic and operated by the county; he is working to obtain access to the violation data so the town can determine how to address the noise issue.
The meeting was adjourned by consent at 9:34 p.m.
