The Franklin Historic District Commission voted Jan. 7 to recommend that Village Council approve a demolition permit for the residence at 30430 Inkster Road after concluding the property does not qualify as a historic residence under the commission’s ordinance standards.
The commission’s review is advisory. At the meeting the Chair explained the commission’s role is to assess whether a property proposed for demolition has significant historic character and to forward a recommendation to the Village Council. A motion to recommend approval was made and seconded and approved by voice vote.
The applicant, who identified himself as Jovian Kizzi, said his family owns the lot and that his residential building company purchased it to demolish the existing house and build a family home. "My name is Jovian Kizzi," he said, and later said, "There are beautiful trees, and none of those trees will be tampered with." He told the commission he is interviewing architects and prefers a traditional, English‑style design for the replacement house.
Commissioners said they conducted a visual inspection (a "windshield" check) of the property and noted a number of mature trees. The Chair and other members encouraged preserving those trees; the applicant said his plan is to work around them. Commissioners also discussed the property’s compatibility with the Secretary of the Interior guidelines and the local ordinance and concluded it does not meet the criteria for designation as historically significant.
The commission recorded two routine procedural votes earlier in the meeting: approval of the Jan. 7 agenda and approval of the Dec. 3, 2025 minutes. Both passed by voice vote.
Because the commission’s recommendation is advisory, the demolition permit application will next go to the Village Council for final consideration. The commission provided a positive recommendation to the council and noted the application file was complete. The meeting was adjourned shortly after 7 p.m.
