Planning and Zoning Commission forwards Cornerstone Community Church replat to City Council, approves minutes

Chair called the Montgomery Planning and Zoning Commission to order at 6:00 p.m. July 7 and led routine opening items, including the pledges and a consent-agenda vote to approve the commission minutes from June 2, 2026. Committee member (speaker 4) moved to approve the minutes; the motion was seconded and carried.

Staff summarized agenda item 5, a replat request from Cornerstone Community Church to add an adjoining parcel into the church's institutional reserve. A staff member said the applicants had addressed prior comments and that the submittal was largely administrative, but noted outstanding technical checks on contours, elevations and engineering review. "They've addressed all of our comments since then," the staff member said, adding there was "no further objection to the [plat] for conversion" pending final engineering review.

Commissioners questioned whether the proposed development would add restrooms, classrooms or office space and whether that would require new water or sewer connections and additional parking. Staff said no variances had been requested yet and that, if additional building square footage were later proposed, the church would either need to provide more parking or seek a variance to remain nonconforming.

A commissioner confirmed that site clearing had been halted; staff said clearing would not resume until plans were approved. Committee member (speaker 5) moved that the commission forward the Cornerstone Community Church replat to the City Council for further review. The Chair called the vote and the motion passed.

Separately, the commission heard an informational refresher-training plan for commissioners. The trainer and city engineer (speaker 3) outlined a series of general sessions to cover the commission's purpose, the Open Meetings Act, and the draft unified development ordinance (which combines zoning, subdivision, floodplain and sign rules). The trainer estimated "probably 8 to 10 sessions" spread over several months and said the city attorney would be invited to a later session for legal clarification. The trainer offered printed materials and suggested short homework case studies to prepare commissioners for subsequent sessions.

During general discussion commissioners and staff also reviewed a temporary kitchen/storage unit on a nearby property. Staff reported the unit had been tolerated temporarily during a change of ownership, that operators were working to relocate, and that the use appeared primarily to provide refrigeration and storage rather than a full mobile food-service operation. Commissioners asked about permits, grease-trap and code compliance; staff indicated the temporary nature of the use and that further review could be required if the use changed.

The commission noted planned site changes at a nearby strip center and a Liberty Tree planting and dedication expected in August. With no additional business the commission moved to adjourn.
