Perry marks wastewater plant flow as council approves multiple GWS amendments and change orders

The announcement from Mr. McMurray, who led the engineering update, came as the council considered six separate GWS-related items tied to the wastewater project, including design standards, additional engineering services and contractor change orders. "Our wastewater treatment facility has, started receiving flow this evening," Mr. McMurray said, calling the milestone "a great day" for the project.
Why it matters: The items approved cover outstanding design, inspection and construction-administration work needed to finish the treatment plant and associated pump stations while preserving contingency funds. Staff said the work will support operations, final invoicing and closeout with grant and loan funders.
Council approved amendments and actions that included: - Development-standards design work for roads and access, cost $25,500, approved to provide engineering standards for future developments. - A professional-services time extension for the East Perry Regional Pump Station, $20,450, described as addressing delays from a contractor and extending engineering oversight. - Additional construction-administration and observation work for the Bear Branch pump station and force main, $22,000. - Year-3 engineering services for the East Perry plant, $43,600, identified as the final year for that phase of engineering. - A contractor change order for Bear Branch entrance and culvert work with a stated worst-case of $91,337.50 (staff said the final adjusting change order will be less than that figure). - Installation of an additional air-release valve (ARV) on a force main to reduce spill risk, estimated at $18,838.
Mr. McMurray characterized many of these as routine final adjustments during construction closeout and said that, overall, projects remain under budget. "We have been fortunate enough to have a great, working relationship with our engineer," he said, adding that value-engineering has produced savings even as some supplemental costs were required for unforeseen field conditions.
The council approved each amendment and change order by voice vote; the clerk recorded all approvals as unanimous. City staff said contingency funds will cover portions of the change orders where possible and that final accounting will come as pay requests are processed and grant closeout documents are completed.
What's next: Staff will complete the final adjustments, process pay requests and proceed with final closeout reporting for grant and loan funders. The council also directed staff to continue oversight during the warranty and punch-list period to ensure system reliability.
