The Planning Commission on March 19 recommended approval, as amended, of conditional‑use permit CU202500011, an application by Jose Carmen Correa Arellano and Anna Isabel Ramirez Arellano for a detached accessory family housing unit at 2202 Mannequin Road (District 4). One commissioner recused from the case before the presentation.
Planner Ben Ellis described the application and noted two issues central to the commission's discussion: access via a shared driveway that does not follow the recorded right‑of‑way and a change to county private‑road standards effective July 2, 2024 that increases minimum width from 16 to 20 feet. Ellis said staff had modified conditions in response to prior comments to require the existing private road be brought into zoning compliance before issuance of a building permit and to add screening and placement rules for the accessory dwelling.
The applicants' representative, Yohali Gonzalez, said the family is willing to move the new home closer to an existing storage area and suggested Exhibit C most closely matched the requested placement; neighbor Katie Martin said she appreciated the adjustment and asked that existing vegetation be retained and supplemented given the proposed two‑story house.
After a brief recess to refine language, commissioners amended conditions. The recorded amendment requires the accessory housing unit to be "generally screened from the view of the adjacent dwelling" by preservation of existing vegetation and by a wooden privacy fence at least six feet in height; the fence must be in place before issuance of the accessory unit's certificate of occupancy and vegetation that dies must be replaced. The commission also replaced the prior location condition with one requiring general conformance with the attached conceptual plan labeled Exhibit C.
Commissioner (speaker 6) moved to recommend approval as amended and Commissioner (speaker 7) seconded; the motion passed on a 4‑0 vote (one commissioner had recused). The clerk said the case is tentatively scheduled for the Board of Supervisors on May 5, 2026.
Staff noted that road compliance, screening, and placement details will be reviewed during permitting and that the conceptual plans submitted remain conceptual unless permitted.
