Trappe submits lead service-line inventory to MDE; council schedules ARPA workshop and adopts public-works job description

Town Administrator Erin Braband told the council the lead service-line inventory was submitted to the Maryland Department of the Environment on Oct. 15; the town will send 252 letters to properties of unknown status. Administrator Erin Braband told the council on Nov. 6 that the town completed and submitted its lead service-line inventory to the Maryland Department of the Environment on Oct. 15, 2024. She said the town will mail 252 letters to properties whose service-line status remains unknown. Davis, Bowen & Friedel offered to amend its contract to allow use of additional ARPA funds to continue work on the inventory; the council asked DBF to work with town staff on a contract amendment and bring it back for council review.
Braband also requested a workshop to discuss the allocation of remaining American Rescue Plan Act (ARPA) funds before the Dec. 31 spending deadline; the council scheduled that workshop for Nov. 19 at 4:30 p.m.
During the meeting the council adopted Resolution 5-2024, which establishes the job description for the Public Works, Water and Wastewater Superintendent. Commissioner Michael Sullivan moved to adopt the resolution; Commissioner Walter Chase seconded and the resolution was approved unanimously.
On public safety, resident Mrs. Frock raised concerns about speeding on Main Street. Sgt. Aita reported the sheriff’s department placed a speed trailer on Main Street and said results will be available for the December meeting. The council briefly discussed possible contracting with speed-camera vendors to issue citations.
Planning and zoning updates: Administrator Braband said the Planning Commission is reviewing a rough draft of a Zoning Ordinance amendment with the Town Attorney and will hold a public information meeting early next year before making final revisions for council review.
Public questions: Commissioner Walter Chase asked that the council consider action regarding a property on Hennissee Lane where a house was recently demolished; the minutes record the concern but do not specify a formal directive.
The meeting recessed for an executive session at 7:01 p.m. to discuss a personnel matter and reconvened at 7:43 p.m.; the council adjourned at 7:43 p.m.
