Town staff told the council they had solicited quotes from five companies and received several responses. Kelly Generator quoted a Generac 130 kW unit for $54,500 with an estimated 6–8 week delivery. General Power provided quotes for a Perkins 130 kW for $52,051 plus shipping with a 12–14 week delivery window, and a Perkins 150 kW in stock for $55,573 plus $2,273 shipping (total $57,846). Bilbrough Electric supplied an estimate of $8,900 for the electrical work based on Kelly Generator specifications and said it would need a follow-up site visit to provide a quote tied to General Power's specs.
According to the motion recorded in the meeting minutes, the council chose Kelly Generator partly because it is a local company, the town already has a service contract with it, and the vendor is familiar with the town's infrastructure. The motion authorized using ARPA funds for the emergency purchase and set the combined total at $63,400 for the generator and electrical work.
The special meeting was called to address the failed propane generator currently serving the water tower; town officials indicated the replacement is an emergency procurement to restore reliable power to that system. The council adjourned at 2:38 p.m. following the vote.
