Committee approves scope reduction for West Chicago Bjork Avenue CDBG project after high bids

The DuPage County Community Development Committee Executive Committee on July 7 approved a scope-reduction modification for a CDBG-funded streets and water-main rehabilitation project on Bjork Avenue in the city of West Chicago so the city can rebid after higher-than-expected construction bids.
County staff said West Chicago originally applied for the project during the county's 2024 open application round. "They went out for a competitive bid, and, unfortunately, the bids came in significantly higher than we were anticipating," Julie, a county staff member, said. To keep the project moving, the city requested a reduced scope of work so it could rebid; staff said there will still be overages the city expects to cover with program-year 2027 funding the city anticipates in December 2027.
Committee members had no further questions after the staff summary. The committee moved, seconded and voted in favor of the modification; the chair announced the motion passes.
The modification reduces the immediate scope to fit available funds and allows West Chicago to attempt a rebid; any additional funding requests would follow the county's normal open application process.
