Anna fiscal officer reports hold-ups on Jagger Construction paperwork and delayed 2024 closeout; interest reported at $60,966.34

Fiscal Officer Stacy Meyer told the Village of Anna council on Feb. 11 that signed documents required from Jagger Construction have not been returned, blocking the final payment to that contractor.

Meyer said the village cannot complete the January bank reconciliation until the 2024 fiscal year is closed; she expected both the 2024 closeout and the January reconciliation to be completed before the next council meeting and to provide the supplemental year-end reports meanwhile. She noted that four income tax reports included in council packets do not match because two deposits on Jan. 28 and Jan. 30 were not deposited in January, which accounts for the discrepancy.

Meyer reported total interest accumulated with F&M Bank through the end of January as $60,966.34. She also stated that because of a prior RC-2 records retention filing, an RC-3 form is not required for records disposal and that the retention/disposal process has begun.

At the Finance & Personnel committee level, members plan to review an investment policy at their March 11 meeting. Committee members discussed Star Ohio as an investment option but preferred leaving the Thaman funds in the interest-bearing account. The village solicitor advised that it would not be advisable for the Village to entertain an equipment levy proposed by Franklin Township. Committee members and Council member Ken Aselage agreed the rate needs to be increased and proposed additional contract payments of $5,000 in 2025 and 2026 and $8,000 in 2027 and 2028, with Aselage suggesting the annual increases be spread into monthly payments.

The council record shows no formal vote on the Franklin Township payment adjustments at this meeting; the Finance & Personnel committee will meet March 11 to continue those items.
