The Village of Anna Council voted April 8 to authorize a one-time "dump" of vacation time for full-time employees and to remove an "accrue without limit" provision from section 3.10 of the personnel handbook.
The action followed discussion in the Finance and Personnel committee about how best to credit employees for 2025. Andy Baldonado moved for a one-time deposit of the full vacation listed by years of service; Kristin Johnson seconded. The motion passed on a roll call of "All Yeas." Johnson subsequently moved, and Mark Pulfer seconded, to remove the "accrue without limit" language from the handbook; that motion also passed on a unanimous roll call.
Committee discussion had explored alternatives: Council member Ken Aselage recommended awarding one week to all full-time employees to equalize impact across staff, while Mark Pulfer said a single‑week award could be unfair to longer‑tenured employees. Administrator William Kessler said a one‑week award would accommodate public works staff, and Police Chief Goudy suggested a prorated option to balance tenure differences. Council ultimately adopted the full, service‑based one‑time deposit and kept the regular bi‑weekly accrual in place.
Council directed that the one‑time vacation deposit be applied on the next payroll. The motion record in the minutes states the deposit will be "based on years of service," and staff noted payout designations and any separation payouts will follow existing handbook provisions.
Members and staff also asked for clarifying language on boot reimbursement eligibility; the committee recommended limiting boot reimbursement to full‑time public works and full‑time police officers. The council did not change the accrual schedule going forward.
The change becomes effective immediately for payroll processing and the handbook amendment will be reflected in the next personnel document update.
