Walkersville staff to solicit bids for Discovery water-main replacement to preserve ARPA funds

Town staff reported that Discovery water-main phase 1 plans have been resubmitted to Frederick County and the soil conservation district; the engineering firm is finalizing bid materials and the town expects to issue the solicitation by the end of the week or the beginning of next week. Staff said the town must be under contract by the end of the year to preserve some ARPA funds allocated to the project.
Commissioners asked about the project scope and total length of pipe to be replaced; staff declined to provide a numerical estimate in the meeting and said the focus will be on the section of Discovery with the most frequent water breaks. A commissioner asked whether the county would provide assistance if the town did not want to take responsibility for hookup requirements that date to the 1967 development language; staff said they would need to check that with the county.
Staff said construction could begin as early as spring of next year depending on bidding and permitting, and emphasized the town's priority to move quickly in order to retain ARPA funding for the project. No formal contract award or dollar figure was presented at the meeting; staff asked to return with a proposed contract for a future meeting and hoped to have a motion before the November meeting.
