Walkersville planning commission recommends compromise on Staley property; public hearing set for Sept. 11

Planning Commission staff presented an updated comprehensive-plan recommendation Aug. 14 that modifies prior versions of the plan for the Staley property.
Leslie Powell told commissioners the Planning Commission reviewed the remanded plan, held a public hearing and recommended changing the west portion of the Staley property to agricultural while designating the east side (east of Glade Creek) as high-density residential. Powell said she revised the development-potential estimates downward for the east side to about 60 townhouse lots under a high-density category and that the recommended plan would lead to roughly a 3% population growth under the town's comparative tables.
Powell also presented tables comparing acreages, additional dwelling-unit potential and projected population under competing plan versions, noting the recommended compromise sits between the original Planning Commission submission and the board—remanded version.
Commissioners discussed timing and statutory notice requirements for an amended comprehensive plan. Staff and commissioners agreed an amended plan requires a public hearing and appropriate notices; the board scheduled that hearing for Sept. 11 to allow the required notice period and public participation rather than voting on adoption at the Aug. 14 meeting.
