Town staff told the board Aug. 14 that a letter of credit held for Parkside public improvements included $160,992.21 currently eligible for release after inspections of Biggs Ford Road work. Staff recommended reducing the developer—letter of credit by the inspected amount and holding the remaining stormwater-related funds until county paperwork was received.
Developer Mr. Pass told commissioners the county had approved drawdowns that had not been transmitted to town staff and asked that the town approve full release subject to receipt of final county paperwork. He also presented documentation today supporting a reimbursement request of $324,521.55; staff countered the town—agreed cost estimate was about $227,174 and said they needed more detailed documentation to evaluate additional charges.
Commissioner McNeese moved — and Commissioner Gilbert seconded — a motion to release $160,992.21 from the Parkside letter of credit contingent on staff receiving the required county paperwork. The motion passed by voice vote.
On the larger reimbursement dispute, Mr. Pass asked the town to reimburse the previously agreed estimate and consider an additional $97,348.05 to cover engineering, geotechnical inspection and rock-removal costs. Town staff said they had ledger sheets and asked for clearer invoices and accounting detail. Multiple commissioners said they needed time to review the new materials; staff agreed to prepare a recommendation and the board agreed to place the full reimbursement request on an upcoming agenda rather than vote tonight.
