Chair said the committee would forward an appropriation of $500 from general-fund carryover to cover the historic district commission's certificate-of-appropriateness application fees and notification costs. The committee also forwarded reimbursement requests to the full council: $49,424.98 for the Arkansas Valley Alliance for Economic Development (second quarter 2026) and $16,389.10 for the Boys and Girls Club of the Arkansas Valley (second quarter 2026).
Planning Director Gavin Wilson explained the rezoning request submitted by Samu General Market LLC on behalf of Y N O Russellville LLC would change property at 2304 SR 124 from R-1 to C-2. Wilson said the applicant asked staff this morning to expedite the process to align with a lender's timeline; he noted the parcel sits in the comprehensive plan as suburban center and staff sees C-2 as an appropriate transitional zoning category. Some council members said nearby businesses and residents expressed support for reopening the former Taylor's site.
Separately, staff updated the committee on the new recycle facility at 1801 South Knoxville: bins are on site but gate parts are delayed and one of two cameras is on back order; staff said they will begin an education campaign about acceptable materials and plan an e-waste drive this fall.
All forwarded items will be considered by the full council at its next meeting; the rezoning request may be considered for an expedited one-reading process if the council so directs.
