Lake City council approves splash pad contract, creates CRA advisory committee and hears finance update

At its July 7 meeting the Lake City Council approved several administrative and capital items: a contract with Vortex USA Inc. for splash-pad equipment and installation at Young's Park, adoption of a resolution creating a Community Redevelopment Agency (CRA) advisory committee, and a city manager report on improved investment returns.
City Attorney Martin read resolution 2026-072 authorizing an agreement with Vortex USA Inc. for splash pad components and installation at Young's Park; the council voted to approve the contract authorization and members expressed enthusiasm for breaking ground. Council then approved resolution 2026-080 establishing a CRA advisory committee and directing the mayor to appoint members under the city code.
City Manager Rosenthal updated the council that Officer Marcus Hardison, shot two years ago, has returned to full duty. Rosenthal also reported that, since October 2024, the director and assistant director of finance have increased the city's rate of return on investments and that the change amounted to an increase of approximately $1,500,000 per year across funds excluding pensions, achieved while following required investment procedures.
Councilmembers also discussed expanding the CRA board from five to seven members and clarifying CRA legal descriptions; both ordinances (2026-2380 and 2026-2381) passed on first reading and will return for subsequent readings.
