Farmington City Council on May 4 reviewed City Manager David Murphy's proposed 2026 budget and directed staff to continue pursuing operational efficiencies and return to council with cost-cutting proposals at the June 15 meeting.
Murphy presented an overview of general fund revenues and expenditures, infrastructure and capital improvement projects (including Gill Road and other street reconstruction), pension and retiree healthcare funding, water and sewer system needs, public safety spending, Civic Theater operations and planned liquor sales, and options for Capital Improvement Millage funding. Council members focused discussion on a projected general fund deficit and ways to reduce reliance on the fund balance while preserving core services.
Council and administration were tasked with developing specific cost-cutting ideas and evaluating departmental proposals; the minutes state those ideas will be returned to the council on June 15 for further consideration. The council also discussed temporarily pausing the sidewalk replacement program as one potential short-term savings measure.
Assistant City Manager Chris Weber requested a budget amendment of approximately $20,000 to pay for appraisal services for several Grand River corridor properties to support potential redevelopment. Council did not approve the amendment at the meeting and agreed to revisit the request at the next meeting.
