High Bridge council adopts two ordinances, approves consent agenda and $3.01 million bill list

At its Oct. 26 meeting Mayor Michele Lee and the Borough Council adopted two ordinances to update municipal code and clarify property maintenance responsibilities and passed a multi-item consent agenda and a bills list totaling $3,011,476.98.
Clerk Adam Young explained that Ordinance 2023-028 was intended to correct minor items in the code related to off-street parking and loading; the council opened and closed the public hearing and adopted the ordinance by motion (Nowell/Ferry). Deputy Administrator Brett Bartman described Ordinance 2023-030 as clarifying ownership and maintenance responsibilities for trees near easements and rights-of-way; during public remarks Ms. Sally Ward asked about tree trimming over roadways and Bartman explained how the Department of Public Works manages trimming. The council adopted Ordinance 2023-030 by roll call vote (Ferry/Nowell).
The council approved a consent agenda (Resolution Nos. 253–259) that included: authorization for Colliers Engineering to submit a Safe Routes to School 2024 grant application; approval of a proposal by Lisko Environmental, LLC for biennial LSRP certification and NJDEP remedial action permit work for multiple properties; authorization to apply to the New Jersey Department of Community Affairs for a water system grant; approving Esker Hart Artisan Ales LLC to operate an outdoor area under a limited brewery license; an emergency appropriation for gas/diesel; support for the New Jersey Emergency Medical Service Task Force; and a resolution to waive any fees for Hart Street water main replacement service lines found to be lead. Council moved and approved the consent items (Nowell/Ferry) by roll call (5 yes, 1 absent).
Council also moved to approve the bill payment list totaling $3,011,476.98; a roll call vote recorded five yes votes with one member absent. Several routine procedural motions—dispensing with reading and approving prior minutes and introducing Ordinance 2023-031 on salary and wage ranges—passed earlier in the meeting with the same roll-call pattern (Doyle absent; Graham, Nowell, Schwartz, Silvestri and Ferry voting yes).
No amendments or failed motions were recorded for these agenda items during the Oct. 26 meeting. The council scheduled the public hearing for Ordinance 2023-031 for Nov. 9 with publication directions from Mayor Lee.
