Anna council adopts ambulance-district resolution, approves $8,500 AC replacement and accepts Anthem renewal

Mayor Cindy Naseman called the Village of Anna regular council meeting to order on March 25, 2025, followed by an opening prayer and the Pledge of Allegiance.
The council voted unanimously to adopt Resolution 25-959 approving the creation of and Anna's participation in the Northern Shelby County Joint Ambulance District. Council member Ken Aselage moved the resolution and Randy Van Horn seconded; the roll call vote was recorded as all yeas.
The council took a number of routine administrative actions. Kristin Johnson moved to waive the reading of the March 11 meeting minutes (seconded by Riley Schumpert); that procedural motion passed on a unanimous roll call. Andy Baldonado moved to approve the March 11 minutes (seconded by Van Horn); the motion passed with Schumpert recorded as abstaining and the remaining members voting to approve.
In old-business discussion, Administrator William Kessler reported ongoing issues tied to a local truck stop: he said the EPA has not responded to multiple requests for updates about the site and that the truck stop parking lot remains in poor condition; he said the village expects to hear from the EPA by the next meeting regarding licensing or permitting. The council also reviewed a draft Franklin Township fire contract that Administrator Kessler said is retroactive to Jan. 1 and that a copy has been provided to the township's attorney for review.
On town-hall facilities, Van Horn moved and Baldonado seconded a motion to hire Steve & Ted’s to replace one of the town-hall air-conditioning units at a quoted price of $8,500; the roll call was all yeas and the purchase was authorized. Council also reviewed three contractor quotes for larger town-hall upgrades; Kristin Johnson moved and Riley Schumpert seconded to select Jade Billing to re-quote the approved scope (the motion requested a revised quote and was not an award to proceed).
Fiscal Officer Stacy Meyer told the council that four responses have been received so far for the 2025 sidewalk program out of 29 solicitations. Meyer also reported the village has not yet received signed documents from Jagger Construction required for a final payment.
Administrator Kessler relayed a personnel concern: some employees have expressed frustration that the village's new personnel handbook changes vacation accrual from a lump-sum award on an anniversary date to accrual by pay period. Naseman said the change was discussed previously in the Finance and Personnel committee; council agreed to review the matter again in committee and to provide copies of the vacation policy section to staff.
On insurance, Johnson moved and Schumpert seconded to accept the Anthem health insurance renewal; the roll call was unanimous.
Other operational updates included a report that the water tower bid advertisement is out, public works crews have been repairing a collapsed sewer gate by the school and cleaning the park, and the police department has been attending training to pursue advanced trauma-response certification.
With no further business, the council adjourned at 7:54 p.m.
