Staff briefed the group that the city has contracted a consultant to prepare the TSP amendment and that the formal process — outreach, focus groups and public input — is already in motion. The consultant’s timeline was described as roughly 12 months to a draft and up to 18 months to a final recommendation. Councilors asked for monthly status updates and emphasized they will evaluate the consultant’s recommendations when the draft is presented.
Until the consultant delivers its recommendations, staff said there is limited formal action the council can take to change the TSP because the amendment process and contract define the path forward. Councilors discussed options to lobby for specific alignments during the amendment process and to make clear their preference to avoid routing through the Bankston parcel. Staff also noted any proposed changes will be analyzed for environmental constraints, including wetlands and emergency-access implications.
Next procedural step: staff will continue monthly reports to council and will circulate the consultant contract and timeline; the council will review and respond to the consultant’s draft when available.
