Anna council moves to solicit bids for water-tower maintenance, approves engineering contract and reviews local projects

At the Feb. 25 Village of Anna council meeting, Administrator William Kessler and staff reported on several local projects and contracts. Kessler said the village will pursue a County Road 25-A maintenance project through MVRPC steering committee work and that Access Engineering is updating a conceptual industrial-park design. He also said the EPA has not responded to multiple requests for updates on a truck-stop-related issue.
Fiscal Officer Stacy Meyer said signed documents required for final payment from Jagger Construction have not yet been received and summarized office design options that would reduce cost (removing a conference table would reduce cost by $800; tall cabinets of 96" could be changed to 72"). Chief Tim Bender reported on a fire at Boomerang in Botkins that 'went well,' and Police Chief Darrin Goudy noted ongoing investigations and work on a grant through OPATA for small-agency training.
During old-business discussion, council members and staff described ongoing work on the new pickleball courts (lighting and equipment ordered) and discussed a drainage project and 2025 sidewalk bids. Craig Mescher of Access Engineering reviewed the sidewalk bid tabulation and recommended Edge 2 Edge Concrete & Construction over Pohlkat LLC because Edge 2 Edge has prior municipal experience and acceptable references; council members noted concerns about last year’s contractor performance and said they will monitor the project. Andrew Johnston commented that the signed settlement agreement produced by Madison Brinkman is poorly written and ambiguous; no further response to that critique is recorded in the minutes.
Ken Aselage moved and Mark Pulfer seconded to solicit bids for the water tower maintenance contract; the motion passed on roll call (All yeas). Later in the meeting, Mark Pulfer moved and Ken Aselage seconded to approve an engineering services contract and an associated then-and-now purchase order because the project had already started; the motion passed on roll call (All yeas). The council also discussed proposed increases to the Franklin Township fire-protection payments (additional amounts proposed: 2025 +$5,000; 2026 +$5,000; 2027 +$8,000; 2028 +$8,000) and noted the village solicitor recommended against an equipment levy.
Next steps recorded in the minutes: staff will solicit bids for the water-tower maintenance contract, follow up with property owners about staining allegedly caused by Jagger Construction, pursue the County Road 25-A maintenance application through MVRPC, and proceed with the approved engineering contract. The meeting adjourned at 7:52 p.m.
