Washington Grove HPC weighs archival staffing and budget as key priorities

The Historic Preservation Commission identified the town archives as a priority at its Feb. 17 meeting, discussing recent site observations, contractor communications and budget needs.
Chair Bob Booher reported a site review while Town Hall sprinkler repairs were under way and said commission members have had difficulty reaching the current archival contractor, Pat Patula. The Town Council requested an archives status and next-steps report at its March meeting; the commission discussed priorities including transfer of municipal records to the State Archives, clarifying scope in any contractor statement of work, and stewardship for additional historic collections that may be offered to the Town, such as materials from Phil Winter.
Members reviewed last year’s archive budget framework: the archives line was previously budgeted at approximately $18,000, with about $9,000 spent in the prior fiscal year. Commissioners discussed whether a two-person approach would improve progress and agreed to refresh contractor scope documents and prepare a brief archives status update for the Town Council.
Recorded follow-ups include: Bob Booher will follow up with archival contacts to explore contractor support options; the HPC will draft or refresh a statement of work to clarify priorities; and the commission will prepare an archives status update for the March Town Council meeting. Booher will also review and update the archives budget figure for the Town budget process.
