Stormwater committee approves Upper West Branch watershed plan, Downers Grove IGA and several contracts

The DuPage County Stormwater Management Committee approved multiple action items at its July 7 meeting, including adoption of the Upper West Branch DuPage River watershed basin plan, an intergovernmental agreement with the Village of Downers Grove for 39th Street water-quality structures, and several contracts and claims.

On motions 26 18 48 and 26 18 49 the committee approved the stormwater management committee comment/response documents and then adopted the Upper West Branch DuPage River watershed basin plan. Staff noted that four formal public comments were filed on the plan though they said stakeholder engagement during plan development had been broader.

The committee approved an intergovernmental agreement (SMR 4 26) with Downers Grove for a 39th Street water-quality structures project. The county's not-to-exceed contribution was listed at $37,550 (25 percent); staff stated total project cost is $150,000 with the village covering the remaining 75 percent.

Members approved a professional services contract (SMP 8-26) to Grubhub Hamilton Associates for regional water management engineering and land surveying services from July 14, 2026, through Nov. 30, 2027, not to exceed $65,000. The committee also approved scheduled claims for June 2026 (26 18 15). Member Desart asked about a $98,000 joint funding agreement line item for the U.S. Geological Survey; Sarah explained the payment supports an annual joint funding agreement for USGS telemetry and maintenance of stream gauges that inform the county's forecasting model.

Other approved items included a consent agenda reduction to a DME Electric closeout of $20,000 and receipt of a safety program management contract for multiple county departments with a stormwater share listed as $25,000.
