Lebanon Township Committee votes to enter executive session to discuss collective bargaining

Deputy Mayor Jay Wojcik called the Lebanon Township Committee to order at 4:00 p.m. Dec. 9 and said the meeting was being held in compliance with the Open Public Meeting Act (N.J.S.A. 10:4-6 et seq.). Township Chief Financial Officer Lorraine England and Township Clerk Carolynn Budd were listed as present.

Deputy Mayor Wojcik said public comment would be limited to two minutes per speaker; seeing no members of the public he moved to open and close the public comment period. Mr. Abe Abuchowski seconded, and the motion passed with votes recorded as Ayes: Abuchowski, Koehler, Wojcik.

The committee introduced Resolution No. 212-2025, which authorizes the governing body to meet in executive session under the exceptions set out in N.J.S.A. 40:4-12. The resolution enumerated several possible grounds for closure and explicitly selected “a collective bargaining agreement, or the terms and conditions thereof” as the basis for the closed session.

Ms. Beverly Koehler moved to adopt Resolution No. 212-2025; Mr. Abe Abuchowski seconded. The committee voted unanimously to adopt the resolution and entered executive session at 4:05 p.m. The minutes record that the discussion in executive session was to remain confidential as permitted by law.

The Mayor and Committee closed the executive session and reconvened in public at 5:27 p.m.; Ms. Koehler moved to reconvene and Mr. Abuchowski seconded. With no further business, Ms. Koehler moved to adjourn, Mr. Abuchowski seconded, and the meeting was adjourned at 5:27 p.m.

The record shows no public comments attributable to named speakers, and the committee took no additional public actions during the meeting. Because the subject discussed in executive session was explicitly designated as collective bargaining, the substance of that discussion is not included in the public minutes.
