Lebanon enacts extra-duty police rules; approves SRO and SLEO shared-service agreements and an admin contractor

The ordinance requires the Chief of Police or designee to approve extra‑duty officers, requires parties requesting officers to provide insurance naming the Township as additional insured, and sets default rates and administrative rules: $125 per hour (officer receives $100/hour; $25/hour for Township administration and vehicle utilization), a reduced nonprofit rate of $95.50/hour, a four‑hour minimum per assignment, and cancellation billing if less than three hours’ notice.
Jay Wojcik moved to adopt the ordinance; Tom McKee seconded. The vote was unanimous.
At the same meeting the committee approved several resolutions tied to school safety and extra‑duty administration: a shared‑services agreement with the North Hunterdon‑Voorhees Regional High School District to provide a School Resource Officer at Voorhees High for $150,003.99 through June 30, 2026, and agreements to provide Class II/III Special Law Enforcement Officers to Voorhees High and to Woodglen and Valley View schools with not‑to‑exceed amounts listed in the resolutions. The Township also awarded a professional services agreement to Hart Halsey LLC dba Extra Duty Solutions to administer extra‑duty details (an 8% administrative fee payable by customers).
Related procurement approved during the meeting, including vehicle purchases and outfitting, will support police operations: the committee authorized purchase of a 2025 Chevrolet Tahoe and a 2025 Ford Police Interceptor under cooperative contracts and approved outfitting contracts for both vehicles.
All actions were adopted by recorded unanimous vote. The attorney provided background on the state lead law earlier in the meeting; no public speakers commented on the extra‑duty ordinance at the hearing.
