High Bridge Council approves consent agenda, awards water-main bid and approves $1.94M bill list; moves into executive session on litigation

On Aug. 17 the High Bridge Borough Council unanimously approved a consent agenda of municipal actions and moved through routine and substantive business, including awarding a bid for a water-main replacement, approving multiple emergency appropriations, introducing two ordinances and moving into an executive session on pending litigation.
Councilwoman Ferry moved to approve the consent agenda, seconded by Councilman Nowell; the roll call vote was 6-0. The consent agenda included Resolution 224-2023, awarding the bid for the Center Street and Hart Street water-main replacement, and multiple emergency appropriations (Resolutions 228–230) for River Road and Penn Bower (current fund), sewer engineering and water engineering. The agenda also contained staffing appointments for DPW laborers, approvals for professional services on redevelopment and stormwater, recycling center hours, veteran tax-exemption approval, and contract-clarification items for paving contractors. The clerk recorded the roll call votes as six yes and no recorded nos or abstentions.
Separately, the council introduced Ordinance 2023-026 (drive-through facilities) on a motion by Councilman Nowell, seconded by Councilman Graham, and Ordinance 2023-027 (off-street parking, loading and conditional use updates) on a motion by Councilwoman Ferry, seconded by Councilman Nowell; both motions passed on 6-0 roll calls. Mayor Michele Lee directed that both ordinances be published in the Express Times and/or the Hunterdon County Democrat and set a public hearing date of Sept. 28, 2023.
Attorney Barry Goodman reported an OPRA filing with the Government Records Council (GRC) concerning a special service charge and noted the need for an executive-session discussion related to 100 West Main Street. The council adopted Resolution 233-2023 to move into executive session for legal advice concerning litigation with the estate of Peter Vaida and matters associated with 100 West Main Street; the council later returned to open session with action permitted following that session.
Council also approved the bill payment list as signed, totaling $1,937,457.25, on a Ferry/Nowell motion that passed 6-0. The meeting concluded with a unanimous motion to adjourn; the next council meeting is scheduled for Sept. 14, 2023 at 7:30 p.m. at the Fire House, 7 Maryland Ave., High Bridge.
