DuPage County committee approves contracts for digital forensics, AEDs and telecom

The DuPage County Judicial and Public Safety Committee approved a series of procurement contracts on July 7, including a $344,339.94 purchase order to Cellebrite Inc. and a $65,472.27 contract to Hexordia LLC to provide digital device-extraction and analysis tools for the state's attorney's office.
Chair Evans opened the procurement block and the committee voted to approve the Hexordia contract (JPSP-38-26) and the Cellebrite order (APS-39-26). Member Desartes moved the Cellebrite motion, which Member Childress seconded; both motions carried by voice vote.
A representative of the state's attorney's office said Hexordia acts as a reseller for Magnet and that the county intentionally procured two different tools so investigators have multiple analytic methods available. "It's kinda belts and suspenders," the office representative said, explaining members and vendors recommended keeping both systems to avoid missing evidence one tool might not find.
Committee members pressed for clarity on the price difference between the two contracts. A county representative said the larger Cellebrite figure covers a 14-month contract front-loaded with hardware and training costs, while ongoing subscription costs will be lower in future years. The committee recorded the exchange but did not change the approvals.
Other approved purchases included:
- JPSP-40-26: a quantification instrument from Life Technologies Corporation for the sheriff's office, not to exceed $78,192.01 (07/14/2026—07/13/2027).
- JPSP-41-26: IT telecommunications services from AT&T to secure high-speed internet, not to exceed $72,222.23 (08/01/2026—02/29/2028).
- JPSP-42-26: Philips HeartStart AEDs from Vital Sourcing LLC, not to exceed $87,606.65 (07/14/2026—07/13/2027).
- A purchase of 2,027 case jackets for the clerk of the circuit court from Image Printing Ink for $15,588.70 (07/07/2026—06/30/2027).
- An order to Avispl, LLC for Kramer programming for the sheriff's office for $25,227.47 (07/07/2026—11/30/2026).
The committee also approved Resolution FIR-103-26 authorizing the sale of sheriff's-office inventory to Wheaton College and a budget transfer moving $87,607 from contingencies to small-value equipment and medical supplies to purchase replacement AEDs.
Taken together, the approvals covered digital-forensics capabilities, life-safety equipment for law enforcement, telecom infrastructure and routine administrative purchases. The committee made no substantive changes to the contracts during the meeting and voted to carry each item; staff will proceed with executing the agreements and implementing the purchases.
The meeting adjourned after members completed all listed agenda items.
