Sharpsburg officials oppose state zoning bills and review planning updates, solar permit

At the March 9 meeting Zoning Administrator Tim Lung briefed the council on recent planning and zoning activity. Lung said he attended a Maryland Department of Planning webinar presenting the State's new "Eight Planning Principles for sustainable growth," replaced the prior "12 Smart Growth Visions," and that he has reviewed and commented on state legislation affecting local zoning.
Vice Mayor Jacob Martz reported that he drafted and submitted testimony on behalf of the town opposing HB239/SB36, which he characterized in the submission as measures that would restrict municipal autonomy over residential zoning and density. The minutes record only that the testimony was submitted; no further council action on the matter was recorded at the meeting.
Lung also reported signing off on a building permit application for roof-mounted solar panels on a dwelling off West Antietam Street and drafting comments in support of HB99, a bill to remove the 5-year express approval provision for annexations. These items were presented as informational in the zoning administrator's report.
The council did not take formal action on the zoning items at this meeting beyond the recorded testimony submission by Vice Mayor Martz.
