Mayor Russell Weaver reviewed 2025 accomplishments and told the council the town ended the year with a surplus and successfully completed its annual audit for the second year in a row with zero exceptions. He credited the town administrator and zoning administrator for administrative efficiency and said the annual budget has been automated and published monthly for transparency.
The minutes record that the town received $370,122 in Program Open Space (POS) funding to support the Historic Park project. The mayor also listed completed projects in 2025 (Historic Park, Big Spring Wall restoration, well project, street and culvert repairs) and said 2026 priorities include Planning Commission bylaws, Lutheran Cemetery maintenance and revitalization of the Sharpsburg Museum of History.
On land-use policy, the minutes note state legislation HB 1466 (Accessory Dwelling Units — Requirements and Prohibitions) took effect Oct. 1, 2025 and requires counties and municipalities to adopt local laws authorizing ADU development on single-family lots by Oct. 1, 2026; the town said it sent a letter to legislators asking that the law not apply within a designated historic district. Zoning Administrator Tim Lung said he reviewed the Maryland Department of Planning FAQ on ADUs and attended meetings related to HB0099 (annexation process changes).
Lung also reported he reviewed documents and attended a County Board of Zoning Appeals hearing for a special-exception request to site a cell tower on Mondell Road; Vice Mayor Martz said he drafted a letter opposing the proposed tower. The minutes do not record a town attorney opinion or a final council position on ADU ordinance text or on the cell-tower request; they record that staff and elected officials are engaged in planning and advocacy activities.
