On Aug. 4, 2025, the Salisbury Planning and Zoning Commission approved application #2025-0294 from A Slice of LLC to demolish an existing residence and build a new single‑family home at 79 Old CNE Road, within the town’s Lake Protection Overlay District.
The approval, moved by Commissioner Allen Cockerline and seconded by Commissioner Bob Riva, passed unanimously, 5-0-0. The commission discussed the proposal with the applicant’s engineer, Pat Hackett, and required a suite of conditions intended to limit erosion and protect the lake during and after construction.
Key conditions imposed by the commission require: final plans bearing the live signature and embossed seal of the engineer and surveyor of record; inlet protection for all proposed drainage structures during construction; installation of erosion‑control blankets on slopes of 5% or greater immediately after loaming and permanent seeding; an Erosion & Sedimentation Control Bond approved by the consulting town engineer; and a recommended pre‑construction meeting with Town staff and/or the consulting town engineer to review sequencing and E&S controls. The commission also required daily inspections of erosion and sedimentation control measures, inspections prior to anticipated inclement weather and after storm events of 0.5 inches or greater, immediate repairs as needed until 70% vegetative cover is established, submission of an As‑Built Site Improvement and Grading Plan showing limits of disturbance and rain‑garden volumes prior to release of the E&S bond or issuance of a certificate of occupancy, and a final site inspection by the Land Use Director or consulting town engineer before bond release or occupancy.
The motion’s written conditions further direct that any revisions required by other reviewing entities—private, local, state or federal—be submitted to the Town of Salisbury for review and approval.
The applicant is expected to submit the sealed final plans to the Land Use Director and secure the required bond and inspections before construction begins. The commission’s measures focus on minimizing sediment and runoff into the lake during the construction process and ensuring as‑built documentation before the bond is released.
Minutes record that the vote to approve was 5-0-0; the motion was made by Cockerline and seconded by Riva. The commission recommended a pre-construction meeting to verify erosion and sedimentation controls before work starts.
