Warren Hills board approves $5.31M bill list, tuition rates and contract for related services

The Warren Hills Regional Board of Education voted Feb. 17 to approve a series of budget and finance measures, including a bill list totaling $5,314,175.77 and a contract framework for related services with the Warren County Special Services School District (WCSSSD).
Amy Kemp, board member and chair of Finance, Facilities & Transportation, moved to accept the superintendent’s recommendations for motions III.1 through III.10; Molly Fraumeni seconded the motion. The board approved the December 2025 Board Secretary and Treasurer’s reports and certified that no account was overexpended for the reporting period.
The board approved a bill list in the amount of $5,314,175.77 and authorized a Memorandum of Agreement with WCSSSD (Attachment A) to provide related services for the 2025–26 school year (agreement effective July 1, 2025–June 30, 2026). Attachment A lists service types and rate ranges for evaluations, psychologist services, speech therapy, occupational and physical therapy, paraprofessional rates ($38.00–$50.00), billing terms, and additional clauses governing contractor referrals and minimum charges.
Separately, the board approved participation in a Joint Transportation Agreement for the 2026–27 school year with the Sussex County Regional Transportation Cooperative with administrative and special-education fee schedules and related processing and quote fees. The board also voted to submit an alternate SEMI revenue projection request to the Executive County Superintendent for the 2026–27 school year, reducing the district’s SEMI revenue projection from the budgeted $28,560.26 to $16,362.65.
The board set 2026–27 tuition rates for out-of-district placements: $20,500 for grades 7–8 and grades 9–12 regular program, with higher rates for specialized programs (for example, Multiple Disability/Autism at $30,000 and Resource Room at $23,000). The board accepted several supplemental awards and donations, including an $8,727 equipment award from The NRA Foundation for the high school archery program, an energy-efficiency award of $6,650 from Elizabethtown Gas for middle-school boiler tune-ups, a $500 ShopRite gift card donation for the Life Skills program, and a $100 donation from John Polakowski via The American Online Giving Foundation (Benevity).
The budget and finance motions were recorded as approved in the meeting minutes. The WCSSSD memorandum of agreement and the detailed fee schedule appear as Attachment A to the agenda.
