Newburgh Town Board approves 2025 district rates, budget adjustments and multiple project contracts

The Town Board of the Town of Newburgh on Oct. 15 approved a series of budgetary motions, rate proposals and contract items covering 2025 district rates, line‑item budget adjustments, and multiple project fees.
Town Accountant Ronald E. Clum presented proposed 2025 rates for the town’s lighting districts and road improvement districts and recommended the drainage district charges for 2025. The board approved the proposed rates as presented. The board also approved the September status and budget status reports.
The board approved multiple budget adjustments and transfers across contingency, legal, treatment‑plant repair and department accounts, including transfers of $165,000 and $40,000 among contingency and litigation and EDP lines, and smaller transfers totaling several entries. Councilman Scott M. Manley moved the budget adjustments; Councilman Anthony R. LoBiondo seconded and the motions passed on recorded 3–0 votes (Councilman Paul Ruggiero absent).
Motions scheduling public hearings were approved: a public hearing on 2025 special district assessments, rolls, benefit formulas and budgets will be held Oct. 28, 2024 (Workshop Meeting) and a hearing on the preliminary 2025 Town budget is set for Oct. 29, 2024 at 10:00 a.m.
Other fiscal actions approved included relevying delinquent sewer bond accounts totaling $7,420.42 for the 2023–24 year and approvals of planning‑condition fees and security estimates for redevelopment projects, including inspection and stormwater securities tied to Planning Board conditions.
The board also voted to approve a municipal audit figure presented at the meeting ($2,336,177.88) and authorized a range of contract and inspection fee approvals for development projects. All motions recorded at the Oct. 15 meeting passed by 3–0 recorded votes unless otherwise noted; Councilman Ruggiero was recorded absent on each vote.
The board adjourned at 7:49 p.m.
