Council approves housekeeping ordinance, budget amendment and authorizes water grant application; consent agenda passes

At its July 7 meeting the City of Victoria City Council approved several routine and substantive items on the agenda.
Mobile food units: Council passed on first reading an ordinance amending Chapter 24 §22 to remove a $200 permit fee for mobile food units that had been collected by the county health department. Miss Lacy explained the county is no longer allowed to charge the fee; staff said removing it from city code is a housekeeping measure and that the $200 previously flowed to the county rather than the city, so there is no revenue loss to the city.
Budget amendment: Council approved a budget amendment to reappropriate funds so the city can pay vendor invoices for two automated side‑load trucks and cover the remaining drainage mowing contract and a professional services agreement for collective bargaining negotiation support. Staff described the gross appropriation figures in the agenda materials and clarified the actual net new budget authority is approximately $1,200,000 after internal transfers.
Victoria Housing Authority PILOT: Council approved an agreement with the Victoria Housing Authority to update a payment‑in‑lieu‑of‑taxes (PILOT) pilot. Tammy, representing the housing authority, said the authority must update the pilot to pursue HUD disposition, low‑income housing tax credit applications and bond financing. Staff explained HUD’s formula (10% of shelter rent) and noted recent payments were larger than the 1973 pilot amount.
TWDB grant authorization: The council authorized staff to submit an application to the Texas Water Development Board’s new Water Supply and Infrastructure Grant program for a two‑phase project to interconnect the city’s off‑channel reservoir ponds. Staff said the work would increase raw water storage by roughly 2,000 acre‑feet and that the application seeks $12,000,000; awards are expected to be announced beginning fall 2026.
Consent agenda: Council approved the consent agenda, including minutes, a resolution appointing a Food Establishment Appeals Board member, interlocal agreements and a payment to the Texas Department of Transportation for median improvements on North Navarro in the amount of $168,830.27.
Votes: All items on the consent agenda and the listed action items (C‑1, C‑2, E‑1 and E‑2) passed on the council floor as recorded in the meeting. The variance item E‑3 (3407 North Vine) was denied in a separate vote.
