Irvington council tightens resident parking hours, sets taxicab permit rules

The Irvington Municipal Council adopted two parking-related ordinances on Jan. 12: an amendment to resident-permit hours on Wills Place and an update to the municipal code section governing taxicabs and other commercial vehicles.
The first ordinance amends MC 3742 to change restricted resident-parking hours on Wills Place (between Orange Avenue and Melrose Place) from 6 p.m.–6 a.m. to 11 p.m.–6 a.m., seven days a week. The public hearing was opened and closed and the council adopted the ordinance on second reading.
Separately, the council adopted an amendment to §620-46 governing taxicabs with commercial plates or markings. The ordinance allows one bona fide resident to obtain an annual permit to park one taxicab overnight on the street where they reside, subject to a $250 annual fee. The ordinance sets eligibility and documentation requirements (driver’s license at claimed address, vehicle registration and insurance declaration page, proof of employment or relationship with the commercial entity, and other listed documents), requires proof of liability insurance consistent with P.L. 2023, c. 276 and related statutes with a minimum of $1,500,000 in motor-vehicle liability coverage, mandates annual renewal, and provides enforcement and penalty provisions including a $150 fine per violation and towing authority.
Both ordinances were adopted on second reading; the minutes record motions to close public hearings and to adopt, with Councilmember Brown recorded as absent.
