Irvington council approves co-op contracts to install playground equipment and surfacing

The Irvington Municipal Council authorized two contracts on Jan. 12 to equip and surface township playgrounds through the Educational Service Commission of New Jersey cooperative purchasing program.
Under resolutions approved by the council, the Department of Recreation will purchase and install playground equipment from Ben Shaffer Recreational Inc. under ESCNJ bid number 24/25-01 for an amount not to exceed $61,565.06, charged to account C-04-56-853D24-902 and certified by the Chief Financial Officer. Separately, the council authorized the purchase of playground and recreational-area surfacing materials, installation and inspections under ESCNJ bid number 24/25-03 from the same vendor for not to exceed $31,466.00, also charged to account C-04-56-853D24-902 with CFO certification.
Both resolutions rely on cooperative-purchase authority under N.J.S.A. 40A:11-12a and N.J.A.C. 5:34-7.29(c) that allow municipalities to purchase goods under a cooperative without separate bidding. The township attorney was authorized to prepare contracts, and the mayor and municipal clerk were authorized to sign them; the council directed that the awards be advertised in the township’s official newspaper.
The minutes record adoption of both resolutions with Councilmember Brown absent.
