Irvington council approves contracts, grants, emergency repairs and budget transfers

The Irvington Municipal Council on Nov. 24 adopted a consent agenda that approved vendor payments, several contracts and grant submissions, and a set of budget transfers intended to reallocate $2,069,327.83 among departmental accounts.
The council approved bills and claims totaling $7,528,957.29 and payrolls dated Nov. 14, 2025 totaling $2,294,788.40, recorded in the minutes as adopted with Council Member Antilus absent (minutes: "Adopted Absent: Antilus").
On contracts and program agreements, the council: authorized a sole-source purchase not to exceed $43,101.07 to High Criteria dba BIS Digital, Inc. for the Liberty DCR digital-recording system for council chambers (resolution cites N.J.S.A. 40A:11-5(1)(dd)); ratified a contract with Montclair State University to provide a Community Health Assessment and evaluation services for up to $42,500 for Oct. 20, 2025–June 30, 2026; and authorized a Memorandum of Agreement with the Essex County Division of Community Action for the Code Blue emergency shelter program at $400 per night/day not to exceed $40,000 for Dec. 1, 2025–Mar. 31, 2026.
The council also ratified an emergency repair contract in the amount of $5,500 to Your Way Construction Inc. for sinkhole repairs near 10 Bachman Place after the Department of Public Works declared an emergency and the mayor concurred, and approved a $1,317.27 escrow refund to an applicant who withdrew a zoning variance request.
Council members authorized submission of a strategic plan and application for the Irvington Municipal Alliance grant for fiscal year 2026–2027 requesting $19,100 from the Governor’s Council on Substance Use Disorder (with a $4,775 cash match and $14,325 in-kind) and approved the township’s submission of a "Clean Sweep Initiative" to the New Jersey Urban Enterprise Zone program seeking up to $857,950 for coordinated beautification, litter abatement and related DPW work within IUEZ boundaries.
The minutes record approval of an Appropriation Transfer Resolution #1 for CY2025 that moves funds across numerous salary and operating accounts; the transfer subtotal inside caps is listed as $2,069,327.83.
